Jimmy Vaccum Switch and Brake Problems

I have a 2000 GMC Jimmy SLE...

1) When my car is driving in 2wd every so often it will start whining by the passenger front wheel. When I switch it to 4wd HI then back to 2wd it is fine for awhile. After doing some research, I think it is the transfer case vacuum switch. Only problem is I can't find/get to it very easy. Any tips or advice is welcomed. Or if you think it is something different, I'm open to that also.

2) My brakes have had something wrong with them ever since i bought the vehicle 4 years ago. When coasting/driving at low speeds, less than 10 mph, the brakes kind of pulsate/vibrate and doesn't stop until i let off and pump again or slam on the brakes. The ABS light doesn't come on though to indicate that there is a problem with them. I have taken the ABS relay out and it doesn't "pulsate" anymore. But i would like to get this fixed, any ideas or theories?

Vacuum Switch replaced and fixed that problem but I'm still having trouble with the brakes. Could it be the ABS sensor? I have replaced the wheel bearings and that didn't fix it. Any suggestions?
