Sounds like a fuel pump, or fuel pressure regulator.

we replaced the fuel filter and put in injection cleaner and nothing seems to work. Any ideas would be great
Start with the simple and try cleaning your throttle body with throttle body cleaner, pay attention to the IAC (Idle Air Control) valve passageway in the throttle body. Carbon build up can cause your IAC to stick, in turn cause the issues your have described.
Start with that and don't use Carburetor cleaner, the carburetor cleaner is to corrosive to the gaskets used in the throttle body. Here is a link to your throttle body Number 3 is your IAC
