You could have a Vacuum leak in one of your hoses that connect into your intake. You could also have a bad TPS (Throttle Position Sensor) or IAC Valve (Idle Air Control). The problem with a surging idle is that it can be several different issues causing it

What happens is most likely your throttle body is dirty. The computer learns to compensate for the dirty throttle body and adjusts accordingly. Idle air control is done with the throttle body, there is no separate IAC valve on these. So most likely you need to clean it. Considering you have an '02, it is probably past due for a cleaning.
Cleaned the throttle body with SeaFoam product Deep Creep, and post back on how your Envoy is doing after you cleaned the Throttle body.
