99 Savanna won't start. Best guess is fuel pump. I do have one question. There is only a 1/4 tank of gas, but when you turn the key simply to check the gauges the needle for the fuel gauge flips past full? We have never seen this before and just wonder why it would do this.

Just found out that is probably the fuel card assembly on the fuel pump...
I am having the same issue...

any guidance ??

The best way you can tell if you have a fuel pump issue is put the key to run but not starting it and listen under if there is a mechanical sounds coming inside the gas. If there is no sound then you have a fuel pump.

to go the next step on what garas told you. If there is no noise from the tank then hit it with a rubber hammer or a block of wood while someones trying to start it.
If it starts you know what to do.

If you eliminate the fuel pump as an issue, look inside the distributer cap. These trucks have a corrosion issue with the cap and rotor due to poor ventilation in the distributor top. Replacement parts advise you to remove the screens at the bottom of the distributor to increase ventilation.
I had the same problem with the 1988 Surburban.
