NP-233 : No 4HI

changing from 2WD to 4LO, no problem but will not engage 4HI. How do I check if it is the switch, or the Module, or even the actual motor? tried reading through the Haynes manual which shows me how to replace the noted components, but no direction on trouble-shooting. Any help will be greatly appreciated.

what kind of vehicle? and has the transfer case been rebuilt? or does it make any noise when you shift into 4hi?

Yeah, I guess that would be useful
It is a '95 Jimmy, not rebuilt to my knowledge, and no noise while attempting to engage 4HI, going into 4LO I can hear the actuator engaging.
