Vent Air Flow only

On my 98 Savanna, air flow from the front HVAC system seems to be from the dash vents only. When you switch to floor heat, it still comes out the dash vents. It seems there must a door stuck someplace in the HVAC?
Any ideas? thanks.
 
Problem solved-cheap fix

Removed the HVAC control head from the dash...no vacuum at the supply port with the engine running. Removed the engine cover, followed the vacuum line the the left side of the intake manifold. Found the line mushy from heat for about 3/4 in of the port it connects to. Trimmed back the tube an inch or so and reconnected it to the port. Added an insulating wrap over the line in the area of the connection.
All modes on the HVAC control now operate. Cheap fix.

im having the same issue on my 2000 jimmy. i only have heat comming out of the dash vents and not the window or floor vents. it is not vacum controlled and is electrical. any ideas what it might be?
