Where does this go?

While poking around trying to figure why my truck is running like crap and getting terrible mileage I noticed this ground strap just hanging loose. Anyone know where it might go. This is a 2002, 4cyl 5, speed.

O.K., so not a huge thing then. I think I will wait till the ice melts off to fix it.
