What would cause the window regulator to go down but not even all the way and shoot right back up. with out telling it to come up. When it comes up its fast! and loud. do i need to replace something of should i get a new motor or regulator?

What would cause the window regulator to go down but not even all the way and shoot right back up. with out telling it to come up. When it comes up its fast! and loud. do i need to replace something of should i get a new motor or regulator?
